This study presents guidelines for planning and monitoring wind energy projects to support an energy feasibility initiative, emphasizing the selection, installation, and operation of wind measurement equipment.

Local wind resource assessment is in increasingly high demand around the globe as wind farms become more viable and attractive sources for electrical power utilities. Monitoring wind energy projects is an essential early stage for determining the value of a potential wind farm site and indispensible tool for wind turbine micro-siting and orientation. As such, standardization of measurement heights, sensing devices, and data transmission protocols for monitoring tower instrumentation is a recent development in the field.

When siting a location, the main objective is to identify potentially windy areas that also possess other desirable qualities of a wind energy development site. There are three steps in the siting effort: 1) Identification of potential wind development areas, 2) Inspection and ranking of candidate sites; and 3) Selection of actual tower location within the candidate sites. With the possibility that the initial analysis region can be quite large (i.e. an utility service territory or an entire state), the siting process should be designed to efficiently focus on the most suitable areas.
